Fugitive Mexican cop VICTORIA arrives at the town of Carter, West Virginia. Confederate flags and Trump signs decorate many of its buildings. She walks into a diner where she’s tended to by MELISSA, an African-American waitress. Victoria sees two rowdy customers say sexist and racist things to her. She intervenes and they leave Melissa alone. The two strike up a friendship. She gets to meet some of the diner’s staff and frequent patrons: MR. THOMAS, the manager; BOBBY, the cook; CATHY, Mr. Thomas’ wife; and EVELYN; a businesswoman.

Nights later, a group of three criminals holds the diner hostage: DEVIN, his wife LINDSAY and his brother-in-law FRANK. At first it seems like an average diner robbery with them taking their phones and wallets. But soon they reveal that they will be torturing and killing them for recording the dark web.

They ask for volunteers and Victoria offers herself. But this helps her take control of the situation and she takes Lindsay as her own hostage, attempting to bargain her life for the freedom of the patrons. But Lindsay breaks free and Victoria kills her. As this happens, Mr. Thomas takes Lindsay’s gun but Frank and Devin shoot him dead. With people dead on both sides, Frank, Devin and Victoria decide a truce. Devin and Frank go away to negotiate the terms but soon the police arrive, led by DETECTIVE ISAACSON. Victoria discovers that Frank and Devin have framed her: They called as victims and said that Victoria is behind the hostage situation.

She gets in a phone call with Detective Isaacson where she orders getting food, water and medical attention to the hostages. The food arrives along with JOANNE, a paramedic. Victoria talks to Isaacson, clueing him in that she’s innocent. Devin attempts to dig into Victoria’s past, finding out that she used to be a cop in a Mexican bordertown who ended up being threatened for exposing their corruption. Then he digs out another part of her past: She killed other corrupt cops but in White Sands, New Mexico. He tells her that if they survive, he will turn her in to the authorities.

Isaacson’s men break into the place, leading into a massive shootout between the cops and Devin and Frank. As this happens, the hostages escape with the exception of Melissa who has stayed behind to help Victoria. Devin and Frank overpower the cops with their assault rifles. Victoria and Melissa hide and attack Frank and Devin when they find them. They take the opportunity to go to the kitchen where the two men have kept their weapons and tools. They steal two of their assault rifles.

Devin leaks the information about Victoria’s past to Isaacson. Frank and Devin shoot them, heavily injuring Melissa but not before she shoots Frank dead. Victoria turns in Melissa to Isaacson, asking him to help her ambush Devin. He tells her that he knows about her past, but she promises that she will tell him the truth if she survives. Devin chases Victoria to the top floor of the diner’s building as he records the whole ordeal for the dark web. They fight and she kills him. Months later, Victoria has cleared out her past and she leaves Carter with Melissa.
