Novak Bailey, known as Nova, his aviation call sign when he flew helicopters in the Army, sets out to be a bounty hunter in Portland Oregon. His girlfriend, Tamica Thorton, does her best to help him with administrative matters. Shortly after setting up shop, he’s joined by his former co-pilot, Cajun, and a former Army Ranger, Ricky Sandoval. Business starts to pick up and they are ready for whatever comes their way.

Nova’s sister, Simone, who he hasn’t seen in a while is believed to be missing in Colorado. He knows she has a new boyfriend, and he begins to feel he might have kidnapped her. As time goes on, Nova is approached by an old friend, Kevin Hager, who wants him to find his brother who also has gone missing in Colorado. According to Kevin, his brother, Howie, spent time in a cult when he was younger. Some guy told him that there’s a group in Colorado called Revolution Corps that’s a cult masquerading as some kind of management company. Nova tells him he’ll do what he can.

Revolution Corps is a thriving wellness management group run by Jon Dempsey. They claim to be experts in making lives better. Their purpose is to enlighten souls by modifying their critical thinking. They insert state-of-the-art transponders in their members under false pretenses. They tell the members they will help them with their mental wellness when the truth is they will allow handlers to control their thoughts to do things they wouldn’t normally do. The handlers are Russian, and their goal is to take down the United States. Both Simone and Howie have joined the group, and she was the first one to fitted with a transponder.

Nova sends Sandoval to Colorado to investigate. He meets with Zimmer, an old buddy, who after seeing a photo of Howie believes he just saw him with another man. They track the man down and he claims he doesn’t know anything about Howie. After intensive questioning, the man admits Howie is enrolled in a wellness management group, but that’s all he knows. Days later, Zimmer tells Sandoval, he heard a woman named Carla trying to recruit members for the group in a bar. Sandoval convinces Nova to let him infiltrate them after finding out Nova’s sister could be there as well as Howie.

Meanwhile, the FBI is on to the Russian scheme, realizing they have more than one wellness management group. They have several others around the country. They are having a hard time pinpointing locations, as they are not readily advertised. The FBI office in Oregon asks for their help in finding Howie Hager. Eventually, FBI Agent Warner tracks down and meets Nova. They discuss the situation concerning Revolution Corps, and Warner tells Nova that even though he understands about his sister, the FBI has jurisdiction in this case.

Sandoval successfully infiltrates Revolution Corps. His initial meeting with Jon Dempsey is a bit suspect as Dempsey thinks he’s seen Sandoval before, and later tells Carla, he doesn’t trust him. Sandoval validates that Howie and Simone are there and tells Nova. During a training session, Sandoval makes it clear to the members they’re being taken in, and Dempsey has him removed right before the FBI and Nova storm the place. Sandoval can’t believe that Jon Dempsey is the same government contractor he had problems with in Afghanistan.

Dempsey and his crew are arrested along with the Russian handlers. Simone spends time with Nova in Oregon after she has the transponder removed. She admits she was never kidnapped but was fooled into thinking Revolution Corps was legitimate. After a brief visit, Nova, sitting on his porch, watches his sister slowly maneuver her car down the driveway and around the corner, relieved she’s all right, as well as she can be after almost becoming a Russian pawn trying to destroy everything Nova holds dear.
