
Synopsis/Details
At the Westland Weapons Lab, a scientist is frantically running with a case of samples and data for the mysterious Project Sheepshead, but is confronted by Illian Grey, a security guard with a secret identity. The security guard kills this scientist and takes the case, while awkwardly revealing that he is John Stoller, secret agent for the neighboring Eastland's Bureau of Espionage (E.B.E.).
John Stoller is living in cover in Westland as Illian Grey, an unassuming, if often dopey security officer who has slowly been proving himself as trustworthy. Now that he has this case in hand, he can finally prepare to go back to his homeland of Eastland.
The Westland government has figured out that the agent Stoller has infiltrated their country and are on high alert. The Westland Intelligence Department (W.I.D.) then does something Stoller does not expect at all, asking this security officer cover of his whom to follow Stoller back into Eastland and kill him. The W.I.D. believes that Grey simply is a look-alike and would fool the Eastland government, not realizing he is actually the man they seek to kill.
Stoller is contacted by an old rival named Lebranleur, preparing to bring him back into the country. Speaking with him, it is clear Stoller is confused. He mentions Uncle Dynamite hesitantly and Lebranleur gets aggressive, questioning how he knows about Dynamite and if he has been in contact with him. Stoller, slowly believing himself Grey, deflects and states that this is merely a name he learned from being on the other side of the border.
On the train back to Eastland, Stoller fully loses his sense of self when reading a W.I.D. file on himself, confronted with the violent acts he has done as an agent. He now believes he is on the trail of the spy Stoller, as the Westland agent Illian Grey.
Now thinking he is Grey, Stoller is brought back to the E.B.E. headquarters. He has to remain undetected by these “foes” and find evidence about where Stoller took the Project Sheepshead (which we see is packed in Grey’s/Stoller’s luggage, unbeknownst to all, including himself).
Stoller cannot remember much of the important information from the time that he was only pretending to be Grey. Suspicious of his behavior and frantic to find both this weapon before it falls into the hands of the W.I.D., Director Thrush begins to have Stoller followed. Now becoming paranoid within this assumed persona, Grey goes not know who to trust and gives more muddled information to the E.B.E.
After being followed and talked to by Labranleur, Grey returns to his apartment and finds the Project Sheepshead case in his belongings. He can’t believe his luck and reports to Uncle Dynamite that he has the case. Uncle Dynamite urges him stay put and that he will soon be there to collect him and the case. Juliette Thrush, daughter of Director Thrush and former girlfriend of Stoller, meets with him at his apartment, trying to discover why he is acting so strange. She incidentally reveals the Project Sheepshead case to her arriving mother and the team of commandos sent to capture AWOL Stoller. Juliette is convinced Stoller is a traitor and brings him to her mother.
Director Thrush warns Stoller/Grey that his erratic behavior reminds her of the way the previous director, Raymond Wills, acted before he went mad. Grey breaks down and admits to being a spy for Westland. Thrush has him jailed.
Locked up and with the Project Sheepshead now in the hands of the E.B.E., Grey finally breaks through some of his fears of being who he really is, after sessions of aggressive questioning. Because of this, he has recovered the Stoller side of himself; however, both sides still exist within him. Grey finally has a confrontation with his enemy, Stoller, and they have an argument together in a back-and-forth.
Juliette arrives at the cell and is confused by his dual personalities, given just enough to lead her to investigate further. She is able to spy on her mother revealing to Stoller/Grey that she created Project Sheepshead with Raymond Wills and the resulting psychotropic weapon is one that she used on Stoller to make his mind split, now believing he is another person.
Juliette breaks Stoller out, but on their way out the building, is confronted by her mother. Just then, Uncle Dynamite shows up, having tracked down Grey. Thrush immediately recognizes him to be none other than the aforementioned Raymond Wills, not dead but having escaped to Westland. Director Thrush reveals that she was the one who drove the previous director, Raymond Wills, mad with Project Sheepshead, just as she has with Stoller. A shootout between Wills,Thrush, and their respective cronies (including Lebranleur) breaks out and they all end up killing each other. Juliette says a mournful goodbye to her mother and joins Stoller in destroying the science lab where all the Project Sheepshead materials have been stored.
Stoller and Grey speak to each other/himself, deciding that the more innocent Grey should be the one to escape the building with Juliette, as she deserves better than the violent Stoller. The two escape.
