American spymaster RAYMOND BURKE briefs the President on his newest initiative, Project Equalizer, whose goal is to eliminate foreign super-powered "phenoms" that have emerged across the globe after worldwide exposure to a mysterious micro-organism. Only after learning during the briefing that America's own top phenom has been assassinated does the President reluctantly agree. Six months later veteran agent CHARLOTTE KING is recruited into the off the books program. She struggles with anxiety and maintains a private life, having dedicated herself to the defense of her country, following in her Marine Corps Father's footsteps. Tasked by Raymond with completing an operation on Japanese soil, she hesitates in terminating her unexpected target: a ten-year-old phenom detained by the government. Before the girl can escape her motorcade is mysteriously destroyed and Charlotte is captured. She awakens to find herself under interrogation by the charming MARCOS MADRIGAL, who insists she provide critical information to his organization. Charlotte refuses. Madrigal reveals her Father in an opposite room, bound and beaten. With his life hanging in the balance she agrees to Madrigal's terms to retrieve a dossier from Raymond's private laptop, secured in a local bank vault, within 48 hours. Before returning stateside she suffers a nearly debilitating panic attack. Once home Charlotte pieces together a handful of clues Madrigal unwittingly divulged during her interrogation to uncover his identity: a Colombian cartel lieutenant reportedly killed by the DEA. After lying her way through a tense debrief with Raymond she tails him to the hospital where he visits his wife in a coma, the result of a phenom attack. He vows to continue to use every resource at his disposal to capture and punish the culprit. Afterward Charlotte tracks him to the bank and plots her next course of action. The next day she bursts into the bank, staging a daring robbery. She locates the laptop in a safe deposit box, but before she can access it the bank manager is killed during her struggle with a guard. Ever resourceful Charlotte manages to bypass the fingerprint scanner and make her way into the vault. Before retrieving the data she "sanitizes" it, removing a few key pieces of information. She escapes moments before the police arrive and drops off the data. When she returns home Madrigal is waiting for her. He reveals the entire operation was merely a test of her abilities as his organization is already in possession of the dossier. He questions her on the missing information. Charlotte provides a convincing excuse. Madrigal informs her that he'll be in contact again soon for another mission, leaving Charlotte adrift between powerful forces with their own clandestine motives.
