When President Edward Harrison’s twin daughters die from fentanyl-laced counterfeit prescription pills, he launches a bold and unprecedented plan to combat the Mexican cartels behind the crisis. His strategy begins with a military invasion to dismantle the cartels but takes a dramatic turn when cartel kingpin Carlos Rivera retaliates by taking 200 students hostage at Columbus High School in New Mexico, demanding the immediate withdrawal of U.S. troops.
Faced with this shocking escalation, President Harrison devises a daring and controversial solution: he offers to buy all of the cartel’s fentanyl at market value, with the intention of destroying it to prevent the drugs from ever entering the United States. Rivera accepts the deal but issues a chilling ultimatum: if the U.S. betrays him, he will flood America with a billion carfentanil-laced counterfeit prescription pills—a drug 100 times more lethal than fentanyl.
David Foster, the President’s Chief of Staff and a former Navy SEAL, is tasked with executing this delicate operation. Balancing Rivera’s unpredictable nature, the hostage crisis, and rising political tensions, David becomes the linchpin in a fragile agreement that could save—or destroy—countless lives.
But not everyone in the U.S. government agrees with the President’s strategy. The hawkish Secretary of Defense and CIA Director secretly launch a rogue drone strike on Rivera’s men during the first fentanyl transfer, killing several cartel operatives and threatening to unravel the deal. The betrayal sets the stage for a devastating showdown, leaving David with an impossible choice: uphold the President’s vision of justice or take drastic measures to prevent the carfentanil apocalypse Rivera has promised.
