Transmigrate

In the not too distant future the souls of the most violent criminals are being reincarnated. In response to this the government has created a secret organization to track and retrieve those souls that are being reborn into the bodies of newborn babies during childbirth. Agent Moss and Agent Lang are assigned the cases and investigate the anomalies as they are reported. When a violent death row inmate is scheduled to die one of the Agents administers a special serum to the inmate. Using a special bioengineered liquid made of nanotechnology that is ingested just before the time of death they can pinpoint the exact location of where the soul will be reincarnated. The soul is reborn inside of a host body within five minutes after the time of death. From the time the soul is placed in the body the agents have 18 hours to remove it from the body of the newborn baby otherwise the soul has fully taken over the host taking on the personality of the previous criminal once they are old enough to reach consciousness. The government agents use a special device to remove the soul from the new host and place it in a special designed prison. Much to the agents chagrin someone else has also figured out how to track the souls and is abducting them as babies, raising them to commit more heinous crimes than they had previously committed in their past lives.
