Ina Schmidt, a former high-profile journalist, is stuck writing minor articles after a story subject's suicide damaged her career. Struggling with guilt, she seeks a story to redeem herself. She often argues with her father, a weary ex-journalist who spied for East Germany during the Cold War. Ina's world is shattered when a terrorist attack in Berlin kills 2000, including her father. Her ex-lover, Bernd, a former intelligence operative, brings her evidence of a criminal conspiracy. With Bernd and Layla, whose father is accused in the attacks, Ina investigates missing Middle Eastern men from refugee camps as racial tensions rise, driven by Jorg von Stahl, a radical populist. Determined to prevent von Stahl's rise and the country's slide into fascism, Ina reignites her romance with Bernd. After visiting a refugee center where journalists are barred from talking to refugees, Ina and Bernd find they're not alone in suspecting von Stahl. Government insiders noticing suspicious patterns are being killed, putting Ina and Bernd at risk. Seeking proof from Heinrich Lippner, an anti-terrorism operative, they receive crucial evidence before Lippner is murdered and Bernd is captured. Ina escapes with the data. On the run, grieving her father and fearing for Bernd, Ina and Layla locate him, held prisoner by Russian thugs. Meanwhile, Jorg von Stahl becomes Chancellor, revealed to have orchestrated the terrorist attacks for power. A planned dirty bomb in Berlin aims to solidify his control. Ina and Layla free Bernd, and they decrypt the evidence at Ina's newspaper office. A kill squad interrupts, but the bomb's explosion gives them a chance to escape and expose Jorg. Ina's reputation is restored. She becomes editor, hires Bernd, and allows their romance to flourish. Layla reunites with her exonerated father. Jorg, arrested for his crimes, is killed by IS before he can reveal more. The final scene uncovers Russian involvement in using Islamic terrorists for global destabilization, shown by the Berlin bomber now in Paris.
