Philadelphia. The near future. The city is divided. A private tech company has taken over the police force and android officers roam the streets. The officers have succeeded in reducing crime. But that reduction has come with an alarming number of deadly confrontations with African Americans due to a controversial procedure known as "risk assessment."
The actions of the officers spark protests in many forms. The most extreme comes from Shadow, a mysterious masked figure who streams underground videos of android cops being executed. With more and more of his officers being targeted, Nick Foster, the creator of Android Enforcement, sends in his most advanced creation yet; Devin, a social android. Acting on a lead and with help from an FBI agent, Devin goes undercover at a historically black university to spy on a student who's been in contact with Shadow. As he goes deeper undercover, Devin begins to learn what it means to be human as well as the true significance of his black skin.
