Kevin, an assassin working for a government project in the future, travels through time to execute history's most evil serial killers well before they have claimed their first victims: back to when they were children. As a detective in 1970 investigates the assassin’s claims, Kevin battles both his own guilty conscience and “the rules” placed upon him by his bosses… all while he warns the detective that she may be the next victim of his current target.
