Synopsis/Details
Recipients of the second round of financial bailouts are being killed. These are elected and appointed federal officials as well as corporate heads who received the money. Dept. of Justice Agent Abigail Knox is put on the case to see who is responsible and catch the killer.
Her hunt takes her to Mexico where she meets Federale Agent Neron Soliz. Based on the style of the murders, Knox thinks she knows who the killer might be and Soliz is known to have been hunting him for other crimes in Mexico.
There are those in the country, as well as the D.O.J and the F.B.I., who are glad the fat cats are getting what they deserve. Thwarted to get full cooperation from her own people to catch the killer, the C.I.A. has decided to help her.
Helping her and Soliz is F.B.I. Agent Murray Gold. So far there have been four killings. House and Senate leaders are questioned about their major campaign contributors to see if they have any ties to firms that received bailout funds. Our principals start their own investigative tracks and it's clear Soliz is holding things back.
We see that Soliz and the killer, Quirce Garza from Mexico, know each other and they talk about the situation. Garza is paid one million per hit and doesn't know who's paying him – just a bank account. He picks the target at random from a list and will continue to kill until he's ready to stop.
The mystery uncovers zealous politicians trying to make a name for themselves, people at large insurance and banking firms and their relationship with the U.S. Treasury Dept., the lifestyles of multi-millionaires who manipulate the markets, and a touch of societal commentary through rifle blasts, car chases and shootouts.
It's discovered that a member of the Treasury Dept. has been siphoning bailout money and putting it in an account. In a twisted way the people of the U.S paid for the killings with their tax dollars. When killed by Knox and Soliz in his office, a note in his drawer says, “The tree of liberty must be refreshed from time to time with the blood of patriots and tyrants.”
In Mexico, Soliz pursues Garza which we discover is his half brother. Garza became a killer because of corrupt elections in Mexico which cost the life of their father. While Soliz took the side of making things better by working from within, Garza took the opposite route but is captured by Soliz.
