Quinn O’Shaughnessy is an FBI Intelligence Analyst and former Army Intelligence Officer working in Miami. The story begins with Quinn reliving a wartime experience and dealing with suicidal ideation due to Post-Traumatic Stress. She reconnects with fellow veteran and former Delta Operator, Trace Austin, when she attends a veterans group therapy session. They had originally met in Iraq when Trace was a member of her brother Declan O'Shaughnessy’s Delta assault team. Declan was killed during a kill-capture mission of a High Value Target in Iraq, which Quinn helped orchestrate as a SOCOM Intelligence Officer, and leading to her PTS.
Quinn’s younger sister, Shay O’Shaughnessy, arrives in Miami to spend the week together and they go out on the town for fun and drinks. Unbeknownst to Quinn and Shay, three Russian men, Vladimir Isokova, Nikolay Mogilevich, and Maxim Ivankov, all members of the local Bratva (Russian mob), follow them to a Miami nightclub. The men try their best to put the hustle on the girls and send drinks spiked with GHB to their table. When Quinn and Shay leave the club, the men follow them, and when the drugs take effect, the men grab the girls and throw them into their van, where they are sexually assaulted and eventually taken to a remote area near the Everglades. Quinn is shot and left for dead, but manages to crawl to the road where she is eventually found by a Deputy Sheriff on patrol. Shay is nowhere to be found and only her clothes are discovered by the Police in an alligator infested swamp.
Trace Austin owns and operates a Special Ops training company in Key Largo called Tier-One Tactical, where he provides tactical training for Law Enforcement, Military personnel and Civilians. His business partners include two other former Delta Operators; Dallas "Dal" Osterkamp and Jack "J.D." Damon, and two former SEAL/DEVGRU Operators, Sterling "Shep" Shepherd and Eugene Price. After Quinn recovers from her wounds she resigns from the Bureau and asks Trace to train her and to supply her with weapons and the necessary equipment that she’ll need to locate and rescue Shay and terminate those responsible for the assault.
When Police Detectives Geo Perez and Casey Bowman, and FBI Special Agents Castillo and Fisher, all reach an impasse in their investigations, Trace reluctantly agrees to put Quinn through a whirlwind of tactical training, from basic marksmanship to CQB, but only under the condition that she doesn’t voluntarily withdraw or fail to complete all phases of her training successfully. The training nearly breaks her, but she succeeds.
Trace and his Tier-One Operators/Business Partners not only train and equip Quinn, but help her rescue Shay and take out all the bad-guys. With information obtained from an old Delta buddy turned CIA Paramilitary Operations Officer, Dalton VanZant, they discover the location of the Russian mobsters who assaulted the girls, as well as the possible location of Shay. Quinn, Trace, and “the boys”, plan and execute multiple Delta style hits on the Russian mobsters, targeting a private club and brothel called the Hammer and Cycle, and a multi-million dollar 3 story mansion in Coconut Grove, all owned by Bratva Boss, Sergei Reznikov.
Quinn and the Tier-One assault team locate Shay in the mansion, alive, albeit in poor physical condition. They not only rescue Shay and kill Reznikov and his armed thugs, but they escape with Reznikov’s 50 foot yacht and 20 million dollars in cash. It is also discovered there was a mole within the FBI Intelligence Branch who was on Reznikov's payroll and responsible for ordering the attack on Quinn and Shay. The story ends with Quinn watching the mole through a rifle scope as he's being led away in handcuffs.
