A heat wave hits the North Pole at Christmastime. Poor Santa can't keep the elves and reindeer from heading outside and ignoring their jobs, threatening his Christmas schedule. Santa has even agreed to let Milt Landon, a local travel agent, host tours of Santa's home and workshop. He plans on using the money to hire Hoot Nanny, a local witch, to cast a spell and bring winter back.
Landon wants the warm weather around for good. He's cleaning up on the tours. However, he learns from Hoot Nanny that Santa must cancel his spell for her to accept his - which will keep the North Pole tropical for ever.
Realizing he needs a bargaining chip, Landon kidnaps Rudolph. He tells Santa he will only release the red-nosed reindeer if the big guy cancels with Hoot Nanny. Cornered, Santa agrees.
Landon isn't sure that Santa will keep his word. He decides to hypnotize Rudolph to serve as a spy and be certain Santa does what he promised. Sadly for Landon, he manages to hypnotize himself. Rudolph flies him back to Santa's home, where Landon learns the true meaning of Christmas.
