Synopsis/Details
The story opens on a Sunday night in October 2016, at God's True Blessings Baptist Church in Detroit. Sixteen-year-old Tyreka Combs is reading over her bible when she is approached by Reverend Dwayne Hill. Dwayne makes inappropriate advances, and attempts to sexually assault her, but Tyreka fights him off and escapes. Fleeing in distress, she encounters a patrol car. Officer Stanton Wells, instead of helping, maces her and, along with Dwayne and Chief Norman Yates abducts her. During the abduction, Dwayne brutally assaults Tyreka, and they discover she was on a call with someone in California, prompting Dwayne to smash her phone. Tyreka is later found severely beaten, stabbed, and raped on Detroit's Eastside, dying in the emergency room despite efforts to save her. Her father, Howard Combs, is devastated and seeks answers. A year after Tyreka's death, Howard struggles with his grief and disillusionment with the justice system, particularly after Chief Yates offers insincere condolences. He gives a television interview, speaking out against the increase in sexual violence and the lack of respect for women. Dwayne arrives at a motel room expecting to meet a 16-year-old named Raquel. Instead, Dwayne is confronted by Vincent, who reveals that Raquel is his younger cousin. Simultaneously, Mayor Jeffery Tines is ambushed by Cai's men and abducted, and Cai sets Norman up so that he can abduct him. The plan escalates with the infiltration of the police station. Stanton and remaining officers are held hostage, while Cai reveals his motivations: a desire for divine retribution and to expose the systemic corruption within Detroit. Cai addresses the assembled crowd and police outside. He has his men dramatically release ten million dollars into the streets, causing chaos as both civilians and officers scramble for the money, demonstrating humanity's greed and susceptibility to temptation.
