Clearwell, Oklahoma will never be famous for its night life, never been noted for its industrialism, never be a tourist hotspot. But Clearwell IS famous for one thing: an over forty-year-old murder that hasn't been solved. And never will be. For over two decades, Lee Ray McInnis has terrorized the residents of Ketoowah County and Clearwell, Oklahoma. Theft, rape, robbery, assault, harassment, threats and even attempted murder are among the list of character flaws he unleashes on his neighbors almost daily without a lick of remorse. Either through ineptitude or corruption, local law enforcement has been unable, or unwilling, to do anything about Lee Ray's campaign of terror. One sunny July day, as the simple town folk prepare to celebrate the Fourth of July holiday, Lee Ray crosses a line: he nearly kills a local beloved elderly storeowner. But, once again, Lee Ray slips right under the blind eyes of lady Justice and walks out of the Ketoowah County jail. Less than an hour later, Lee Ray McInnis bullet riddled body is sitting crumpled in the driver's seat of his prized new Chevy truck. Blood has been spilt on the main street of Clearwell. The whole town was there when it happened, but no one saw a thing.
