Synopsis/Details
Billy Miller is a twenty-eight- year- old sports gambling slacker who lives in his parent’s basement in a small Wisconsin town. He has no interest in working or politics. His best friend, Doug, comes to visit him one night to watch the games with Billy. Billy is losing bets as usual and is mostly broke because on the rare occasion he does win, he donates the winnings to the homeless. Doug, who works in Town Hall tells Billy that he put Billy’s name on the mayoral ballot for a joke because the two people who are running for mayor are terrible human beings.
The two real candidates for mayor have a disastrous debate exposing both as crazy and terrible people. The night of the election, Billy and Doug are at a wings joint to watch the games. They are joined by Doug’s coworker, Deputy Mayor Dallas Jones. Dallas immediately dislikes Billy and is in a bad mood because she will have to be Deputy Mayor for whichever terrible candidate wins the election. Breaking news on the TV reports that a new mayor has been elected and the name of the new mayor is Billy Miller. Billy, Doug and Dallas are shocked!
The next day, Doug and Dallas try to get Billy to take the mayoral job because even though he’s completely unqualified, he’s better than the alternative-- the white supremacist candidate who came in second. Billy eventually agrees to take the job because it pays two hundred thousand dollars a year, which he thinks he can turn into millions with his sports betting system.
Billy’s first press conference as Mayor is a disaster. He makes sports bets on his phone during the press conference and tells the press he’s a professional sports gambler. Dallas, who now works for Billy, is dismayed at his immature behavior. On his first day on the job, Billy shows up for work at Noon because he was up late watching the West Coast games. Billy has his secretary buy him two big screen TVs for his office so he can keep up with his games. He calls his secretary Margaret even though that’s not her name because it’s always been his dream to have a secretary named Margaret.
One of his first jobs as Mayor is to negotiate a new contract with the teachers’ union. The former teacher who came to negotiate is Billy’s fifth grade teacher who held him back a year and who he still hates because she didn’t give her class recess. To get rid of her, he gives the teachers’ union a five percent raise and takes the money from the police budget.
The Police Chief then comes to see Billy because he’s upset Billy took five percent of his budget and gave it to the teachers. The Police Chief hates the ridiculous Billy immediately and challenges him to go for a ride along with two of his officers before he cuts their budget. Billy accepts and drives two female officers crazy while scaring a ninety- year- old grandma when she goes through a stop sign. Then he makes friends with an armed robber named Chuck that the officers caught during the ride along.
One evening, after helping Billy feed the homeless a few nights earlier and then going out to dinner with him that night, Dallas loses her mind and invites Billy to stay the night. The next morning she’s horrified at what she has done, while Billy is over the moon. Dallas tells Billy to forget it ever happened. Then the first crisis of Billy’s term happens when the town’s water supply gets contaminated.
The townspeople turn on Billy when he tells them it will take months to fix the water supply. During the press conference, Billy is watching a game on his phone and that makes everything worse. After getting the town a delivery of bottled water from the governor, the townspeople still hate Billy when they run out of that bottled water quickly. Billy is so distraught that he tells everyone he is going to resign as mayor and goes home to his mom’s basement to watch tv. Dallas comes to visit Billy. She asks him why he’s not watching the games on tv and he tells her that it’s time to grow up and that he’s quit gambling forever. Dallas kisses Billy and convinces him to stay as mayor.
The next morning Billy is in great spirits when he gets a call from the police chief advising that Chuck, who Billy bailed out of jail, is holding people hostage at the bank and wants to see Billy. Doug tells Billy that Dallas is at the bank that morning. Billy goes to the bank and the police chief tells Chuck that Billy is there. Chuck tells Billy to come into the bank. Billy says okay but tell Chuck that he will have to wait til the ten pizzas he orders get delivered. This drives the Police Chief crazy.
The Chief tells Billy to get Chuck to go over to the window so one of his snipers can shoot Chuck. Billy says no problem and goes into the bank. As soon as Billy goes into the bank, Billy tackles Chuck when he starts to go over to the window, so he won’t get shot. Then Billy goes to check on Dallas who tells him she loves him. Billy eventually tricks Chuck into handing him his gun and the hostages are freed, making Billy the town’s hero.
A little while later the town’s water crisis is fixed and Billy, who doesn’t gamble anymore but gives half his salary to the homeless and is in love with Dallas is the best mayor the town ever had
